The Moonfire TF is open to everyone, but the Hess TF is only open to those who have completed the arcs. You know, I've been thinking about this kind of mission/storyline, and it occurs to me that, while it seems deftly non-Heroic to be a glorified courier, it also makes sense for Paragon City.
